T3-M2NC51PV hangs on Initializing USB Controller..

I just got a T3-M2NC51PV barebones system and it's hanging at the
message "Initializing USB Controller..." *But* it only does it after a
soft reboot. If I do a hard power down, then power up again, it boots
past this post message fine. It seems to be independent of whether I
have my USB keyboard plugged in or not.
I'm running the latest version of the BIOS for my board (0308 I was
directed to download by Asus support) and Windows memory diagnostic
passes all tests fine.
Anyone know of a workaround for this?
