sometimes you get a little yellow warning triangle telling you the
device is not installed...but no always...I have managed to get it
from saying usb to enhanced - usb which then runs at usb2 speeds.

Updating the driver for the Enhanced USB Controller in Device Manager was one of the first things I tried.

Unfortunately there are no updated USB 2 drivers for Win XP SP2, for any hardware, available anywhere (note the legal phrasing on the VIA web-site - means Microsoft have put the frighteners on them). So, naturally, the driver update wizard reports that no drivers better than the ones already installed can be found. Result: no change to system operation.
