Mouse recognition with P4B533

Hello,
I have a Microsoft USB intelliMouse and "usb legacy support" is set to
AUTO in BIOS.
My mobo is P4B533 with Bios version 1015.
SOMETIMES, also i want to indicate "SOMETIMES";
WHY doesn't my USB mouse recognize at post screen under also under BIOS
when boot up? (for example, although my power supply's light lits, but
system is turned off, after turning off the system made this
recognition problem.)
I had to reconnect it at OS (win2k+sp4) to recognize my mouse... Also
my CMOS battery is fine, because the CMOS date and time is shown as
healty. (true clock and date)
WHAT ARE THE POSSIBLE REASONS?
Note: All of USB jumpers are set as default (1-2 and +5V, not to
+5VSB)
Please help, i appreciate...
