Do you have an older Antec case ? Many older Antec cases intentionally
had USB 1.1-only USB ports built into the case. If you noticed this
fact, and complained to Antec, they would send a replacement PCB
module for the front ports. At least my Sonata had a USB2 rated
board already installed (USB2 is stamped on the board), so perhaps
they stopped doing it on models later than that. If your Lexar device
was USB2 rated, it should also be backward compatible with USB 1.1
rates. If connected to a USB 1.1 interface, or to some bad wiring,
it should fall back to USB 1.1 rates.
I wish there were some debugging tools for USB, but I've yet to
hear of anything really useful.
What you could try, is get a disk drive tray mounted USB port
and connect that to the motherboard. Perhaps by avoiding the
computer case USB port and wiring, and using a separate path,
you can get better response. This example is pretty ugly, and
there are black or white models, to better match your case. It
doesn't need quite so much crap printed on the faceplate. Note
that there are two types of trays - this one is just cabling
and a connector, while the trays with four ports, actually have
a hub chip on the PCB of the tray.

Frontx also makes cable assemblies. The plastic piece on the front
of these, can be unscrewed. Then, by making a cutout in some surface
of your computer case, the connector assembly can be screwed to
an existing surface of the case.

You could also purchase something like this, and hack it up so
that it fits somewhere on the front of the computer. The
Estore is for North America, AFAIK.
