Delay at shutdown after Windows quits

I've been meaning to get this question answered for a while now and
have waited only because it's not that irritating of a problem. Just a
curious thing.

Whenever I shut down my A7N8X-E Deluxe computer from within Windows XP
Home SP2 w/ latest hotfixes, Windows quits as usual, no problem there.
But after the screen goes blank and a few fans on the motherboard and
cards on it and drives spin down or turn off (the case fans are still
going since they're connected to the PS) it takes at least 10 seconds
or more (maybe 20) to completely power down. I've gotten so used to
this by now I never spoke up about it. But it's always been an odd bit
of behavior for the computer.

The computer starts up nice and quick as usual compared to other
computers. No slowdowns in Windows XP itself. It's just this odd thing
when I shut down. Is there a setting in BIOS I'm just not seeing that
could be termed different than "Shutdown delay time"? In the time I've
had the motherboard I've gone into the BIOS occasionally to see if
there was just something I was missing in there, but I never find
anything obvious.

Thanks to anyone who can help.
