There may be a jumper for this. On many motherboards, the USB sockets
and/or PS/2 ports can receive their 5 volt power either from the main 5
volt bus, or from the 5 volt standby bus (which is always on). Usually
this choice is via an actual jumper on the motherboard. This is
necessary to allow a USB device (including the mouse or keyboard) to be
able to "wake" the computer from some types of sleep or hibernate modes
when it is otherwise powered down.
As an 'added' comment to the above, on some boards, the behaviour depends
on which USB socket you use, with normally the pair closest to the PS/2
sockets being powered when the system is shut down, and the others
switched off.

With black mice it isn't too easy to see, but with white mice
there's a pretty annoying red glow that comes through the case
when the computer is off and the room is otherwise dark.
