There are two revisions of Intel Pentium D 940 processor.

This one (Rev.B) is 130 watts (which is more than the 84W 540J
you've got):

This Wikipedia article mentions a newer revision (Rev.C):

and has a pointer to this page. Apparently, you should be
asking your retailer for a "SL95W" at 95 watts. There
are probably millions of the 130 watt ones still out there,
so finding those won't be easy. When I enter "SL95W" in
the processorfinder.intel.com search engine, it is not
even acknowledged as a valid number.

The next alternative would be Conroe, like maybe an E6300
(with less than 65W power consumption, and probably a lot
less than 65). Intel's batch price is $183 and some places
are taking pre-orders. Asrock has some Conroe ready motherboards,
and at least one of them uses our "good ole" 865PE chipset.
(DDR, AGP). But this motherboard appears to be made of
"unobtainium" as well, and the only sites that show pictures
of the motherboard, are chinese. (And I'm real curious as
to what Intel thinks of a company that would run an FSB800
chipset, at FSB1066.)

For an AMD S939 processor, you could use an older A8V series
motherboard, or search here for other options on this
search engine. Set "socket" to S939 and "external graphics"
to AGP 8X, and there are 59 motherboards listed. Some of
those will take dual core X2 processors. The 3800+ X2 dual
core is 89W and is a lot cooler when idle, due to Cool N' Quiet.
You'd be much better off with power management schemes that
work (AMD) than ones that are supposed to work (Intel).

Other options are things like Turion. There are Turion
dual cores at 33W. And this Turion single core is $159
(socket 754). And it is 24W. For info on Turion support,
you'd need to check a private forum. The dual core Turion is
socket S1, and finding a motherboard would be an interesting
challenge.

On the Intel side, there is Pentium M. Around 35W. I think
it was the Inquirer that mentioned that maybe Intel had a ton
of these that it needed to blow out, but I haven't seen any
price movement, and buying the top one of these is still too
expensive for home use.

Generally speaking, "fast, cool, cheap - pick any two"...
