I have fixed 2 computers with this same symptoms. Take out the
motherboard, place it on a non conductive material and power up with
minimal hardware.The last case i worked on, there were a few extra
screw supports which touched the conductive oints o the
motherboard...this is worth the try. Hope this helps.
