one important thing! have you selected boot device?

Yep, got the Raptor selected as the boot device.
The only way I get windows xp to install is to remove the Raptor
totally.
I installed WinXP successfully just now by using my other drive.
I tried disabling everything (built in components like Lan, Sound,
etc.) now in bios, and installed XP on to the raptor, but right after
the first reboot during the install, it won't boot. It just goes thru
the post then to a blinking cursor. I even toyed with the boot order,
removing everything but the HD. No dice.

incompatibility. Your problem suggests a problem with the drive, even
if it does work well in the other computer. However, have you tried
switching SATA cables, SATA connectors, and even power leads?
