I ran into this same "Port already open" problem with my sister's laptop.
It drove me nuts until I realized it wasn't a modem problem. It turned out
she had loaded a PDA auto-sync program that was staring at the serial port
the modem happened to be on. I think the same thing can happen with the
Windows web server and auto-answer software, if it's misconfigured.
Start shutting down all the extra programs until the port is free and the
modem diagnostic runs.
