I suggest that the problem is in the security software, and you need
to focus on what it is doing and how you might change its settings.
If you terminate the security program and are then able to command the
modem to go off hook, dial, and go back on hook, then the modem is not
the problem, and I suspect another modem will exhibit the same
symptoms. Does the modem go "off hook" and render the line busy when
you start the security program, or is it the case that the modem is
being seized for use by the program (which causes the "port already
open" error) and it is not actually off hook? Hook up a normal phone
to the same phone line, is the line off hook after the program starts?
Is the program setup to dial anywhere for some purpose and it's trying
to dial out?
