OK, I pulled one of the memory chips, thinking it may boot (I read it
somewhere that troubleshooting should be done with one RAM module).
Anyways, it at least POSTs now. However, I have noticed a couple of
things:
1. It won't boot with a RAM module in either both of the blue slots or
both of the black slots, which is a requirement for running in
dual-channel mode.
2. It will boot with one module in a blue slot and one in a black
slot, allowing me to have 1GB RAM, but not in dual-channel mode.
3. It always gives me an error on bootup "Overclocking failed,
press F1 to continue, F2 to run setup". This is with my 2.4C
CPU. BIOS settings for CPU are on defaults. I changed the RAM
settings to manual - they are set at 2.5/4/4/8 (defaults according to
Crucial). However, if I change it to read from SPD, I still get the
"overclocking failed" error msg.
4. mobo has 1018 BIOS.
Would an upgraded BIOS help me out any? I have 1023 and 1024 (beta)
available here and can flash in a jiffy.

The P4C800-E is a forgiving board. It should not be fighting you that
way, unless it has been damaged by the previous owner. It almost
sounds like one channel is damaged on the Northbridge, but that
would be hard to prove conclusively.
As for your selection of memory timings, the defaults you list
could be the memory speed settings for PC4000. Since you aren't
even overclocking yet, you aren't running at DDR500. That
means slightly tighter timings can be used. I would start
at 3-3-3-8, which is the JEDEC standard. Make sure Vdimm
is bumped up a little bit, to 2.7V.
Have you done a thorough inspection of the motherboard ?
Would the previous owner have attempted a Vcore droop mod,
a Vdimm voltage mode, or would the previous owner have
tried an OCZ DIMM booster (which won't leave any marks) ?
A guy who parts out a "killer system", may have wore the
thing out by using high settings, which is the reason
he is parting with it. Look for signs of soldering, and
check both the front and back of the motherboard for
solder resin or burn marks.
This is one reason I shudder when I read postings from
people who buy from Ebay and cannot understand why the
hardware has problems. I also read postings on
Xtremesystems.org , where a poster there will say "I'm
selling this thing on Ebay, before it gets so bad it
won't even run at stock". You have to remember that
idiots like that are selling stuff to you. And many
forms of damage are impossible to identify for
certain, leaving the Ebay buyer with half dead products
and no way to test them.
With regard to flashing the BIOS, don't attempt it until
you have a stable configuration in the machine. If you
have a configuration that will run memtest86+ for a few
hours without error, then try flashing it. A DOS floppy
is the safest flashing method to use.
