To start with, if you look at the reviews on Anandtech, the
motherboard doesn't influence the performance of S754 and S939
systems that strongly. To conclude the motherboard is crap,
is premature, until you've analysed what is wrong with it.
And there are really no motherboards with built-in graphics
that give good gaming performance, so buying a different
model would not change that. To play games with demanding
graphics requirements requires a separate video card
for best results.
For example, I would start with CPUZ - click "CPU-Z 1.31"
CPUZ can dump hardware inventory information and can tell
you what clock frequencies are being used for the
hardware. For example, this recent poster collected information
on his system here:
http://groups.google.ca/group/alt.comp.periphs.mainboard.asus/msg/009e437f0aa09951?dmode=source
I see this sound driver on the download page. Uninstall whatever
sound driver is currently installed (via Add/Remove control
panel). Then install this. The "AC'97" should already be
enabled in the BIOS - it is enabled by default, but you can
check it again. The AD1888 is a pretty old AC'97 codec, and
should work fine with Win98SE.

For a video card, many people use a 6600GT AGP version. This one
is the cheapest 6600GT card on Newegg. It uses a hard drive power
connector to get addition DC power - the power connector must
be installed for the video card to work properly. The 6600GT
is a compromise between price and performance - there are more
expensive cards if you can afford them.

VGA performance charts are available here:
http://www.tomshardware.com/site/vgacharts/index.html
You can see the 6600GT does pretty well here.

You can go through this list, and see the price of the cards,
while you are browsing the video charts on Tomshardware. I hope
this link works properly for you.
