P5VD1-X Power Issue

Hello all. I have a P5VD1-X motherboard with a P4 2.8 and 1 GB of RAM
on it, running Windows XP. When I power down with Windows the PC
shuts down but there still seems to be power going to the mouse
(connected to the mouse port) and digitizing tablet (connected to the
COM1 serial port and keyboard port). There's probably power going to
the keyboard also but I have no way of knowing it since it doesn't
have any lights like the mouse and digitizing tablet have. How do I
shut down the power to these peripherals after I power down? I have
tried different settings in the BIOS and OS power management settings
but to no avail. Any help would be appreciated.
