p2b and iwill 2.0 slocket

i'm at my father's house trying to set him up with a celeron 1.0ghz and
this slocket. I have the slocket set correctly at 1.8v and 100mhz. I
get strange reactions... first sceen boots to checking memor... (not a
typo, it stops at the r) and stops... usb ports go south... sometimes
without usb mouse and keyboard i get to signing on screen and then it
freezes. Is this slocket not compatible? i think i've got all the
jumpers double and triple checked.
