CPU fan Speed

I have a Asus P4C800-E Deluxe with a P4 Prescott 2.8E.
I am using the stock Intel H/F.
The CPU fan runs anywhere from 2500 to 5000 RPM, depending on how hard the
system is working and how hot the CPU is.
I have Asus Q-Fan disabled in the bios and still the fan varies its speed.
What is controlling the CPU fan speed?
