Wow! Far too much load on your PSU...
I have a similar setup and an Enermax 480 wasn't enough for it!
Similar start-up problems to yours.
I've replaced it with an Antec 550w and that is fine.
There's no two ways about it (in my opinion) get a good quality PSU of at
least 550w.
