Yes.
People used to think their dogs can't watch TV like we do. Dogs have a higher refresh rate than we humans. Where we see a moving picture of a car at 60Hz (or 50Hz) they see a flickering mess. The flickering may grab a dogs attention for a bit, but that's it. They don't react to the image of another dog on a CRT.
Now with LCDs without a flickering refresh - dogs are now responding.
Best one, look up "Mr. Woofie angry cat" on youtube. A Golden Retriever is seen reacting intensely to a cat going crazy on a Macbook.
Its science!
