The location of the burn mark, is right above where the USB ports
receive I/O power. All the ICH5 chips I've seen, have no heatsink
on them, so it'll be easy to check for this. Just take the side
off the computer and look.

I appreciate this, Paul, but the Southbridge looks fine. I'm
suspecting the PSU and will check it out tomorrow.

Below are 4 websites giving detailed information about testing a PS. They
are easy to understand and straight forward. I included the video link but
would not base my full judgement on that one alone since you are not getting
all the different voltage readings just connecting a fan. I suppose you can
purchase a PS tester for $13, but you will glean more from using a
multimeter for the same price without having to rely on a couple of red or
green lights that glow from a little device that is only used to check
computer power supplies.
