Dell model DHM won't boot

Hi,
Another corpse from the dumpster, but this one may stay dead.
When powered, the cooling fan for the cpu runs, as doesn the PS
fan. The hard drive spins up, the LED on the mobo lights
up, and that's about it. No video.
Occasionally it makes beeps, 1,3,1,1. On the back it has LED's
that tell state of the union. All are yellow, except for A which is
green. Looking up the codes, there is none for this LED sequence.
The beeps indicate bad memory.
Thre is a configuration jumper that's supposed to make it boot
right into the BIOS. It doesn't. Leaving the mobo battery out,
reseating ram, trying other video cards (AGP and PCI), unplugging
the optical and harddrive cables, removing the pci modem, all
had no change on what it does, basically nothing.
Any ideas would be appreciated.
