No it's not new I built it about 2 years ago.
The temperatures are OK in the BIOS and sometimes the noise starts when
it's cold and just booted up.
No error messages.
I'll try re-seating the memory.

Are you talking about a new build?
What do you mean by "apparently"?
Can you get into the BIOS? Is there a list of temperatures?
Do you see any error messages before Windows loads?
I suppose it's common sense that your computer isn't going to
screech for no reason. I suppose the only critical fault that might
produce such an error would be overheating or maybe the lack of a
critical component like CPU or memory. Have you tried re-seating the
memory?

My guess is that it is the bearing(s) in the CPU cooling fan. I've had this
happen several times over the years. Replacing the cooling fan with
something that used ball bearings worked every time.
