This is not a homebuilt machine, but a cheap .tw 'beigebox' (actually
black) which may have been assembled with a mobo wirepair reversed or
something. Mobo^1 ECS741GX-M which is microATX SocketA AMDGeode +
SIS741/964 support. It is being used as an 'alternate' computer using
various linux distros and is currently partitioned into Mepis, Ubuntu,
Freespire, & Mint parts.

I can elicit the misbehavior in one of two general ways, from grub boot
manager or the bios setup, or from any of the 4 different linux distro
installations when optioned to restart on shutdown.

Starting at the most primitive, from the BIOS - if I enter setup during
POST, upon exiting setup which should go into software restart, instead it
shuts down and cannot be restarted by simply using the power switch. From
grub boot manager: during display of the boot options, ctrl-alt-del can
be used for software reset. Instead, same, it shuts down and cannot be
restarted by simply using the power switch. From any of the linux distro
shutdown options. If the option to restart is selected, same, it shuts
down and cannot be restarted by simply using the power switch.

Hardware reset button/switch works normally.


Sounds like a crappy psu to me.
