Some devices won't work on USB hub on Dell monitor

My Dell 19" monitor has a USB hub with 4 ports. Two ports are permanently
occupied with my keyboard and memory card reader. The other two ports work
with my GPS and memory stick but won't recognize a Sandisk MP3 player or a
Koday digital photo frame. When asking in another forum, it was suggested
that the hub wouldn't power the devices that don't work (they work fine
plugged directly into the mobo USB ports.)

So my question is, can devices be ranked by power consumption so I could
plug the heavier power users directly into the mobo?

Here are the USB devices I have:

keyboard - plugged into monitor hub
mouse - plugged into monitor hub
printer - plugged into mobo
memory card reader - plugged into mobo
monitor USB hub - plugged into mobo
MP3 player (plugged in only to transfer files)
digital photo frame (ditto)
GPS (ditto)
