DVD-ROM drive is slow

I did a Nero DiscSpeed read test on my ASUS E616A3T DVD-ROM drive, and
it only got up to 10X by the end of the test. It is supposed to be a
16X reader. Any idea why it is slow? Could the type of cable affect
the speed? It is connected to the motherboard using a SATA I cable.
Would it do better with a SATA II cable?
