Yup, the speaker is on the correct pins. they are easily identifiable
on this this board.

So now it get's worse.. I get a BRAND NEW Intel Core 2 Quad Q6600
Quad-Core Processor, 2.40 GHz, 8M L2 Cache, LGA 775 in the mail
today... put it in.... powers up.. powers itself off, then back on
again. Sounds like a heat sensor kicking in...but I know the CPU is
seated properly and the heat sink that came with it is on, and put on
correctly per instructions.

Still no beeps, no POST. Nadda. I saw a posting about getting cheap
RAM with lower voltage requirement. Person said they did that, it
worked, the THAN could put their higher voltage RAM on.

Am I just not using the right board for this CPU? I've been building
my own machine for almost 2 decades now and have never had this much
trouble... 2 mother boards I've tried, 2 CPUs, 4 different RAM
sticks...

It does seem highly unusual for so many components to be DOA.
Have you checked (seen the words) to see if that processor is supported by
that MB and it's BIOS version? Memory to processor?
I'd also start to suspect something common to both builds. If you've used
the same power supply with the Foxcomm & Asus for instance. There could even
be a grounding issue with the case. I've read here that some folks test the
mainboards out of the case and on an anti-static surface, adding one
component at a time, before installing them in the case.
I've had some choice words myself while connecting the case connections to
the tiny pins on the mainboard (old eyes). It is very easy to get the pins
backwards, or one pin offset.
Again, I'd start to look at something common to both builds.
Are you using anti-static precautions?
