That is true if all other things (Chip density/configuration) are equal.

In my experience and from what I've read, PC2700 will always work when
PC2100 is called for. Also I've always been able to use PC3200,
except at the slowest BIOS setup timings, such as those used when the
safe defaults are chosen.
If the 2700 has different (lower) number of chips, motherboard may not
recognise full amount of RAM!
Best is to check Crucial wabsite.
