It could be 1 of many or a combo of several problems. Make sure the
monitor works and it is attached to the video connection properly. My
first guess would be the memory. When you first start the machine does
it beep? How many beeps? You stated that you are "assembling a home
built PC". What is the model number of the board? What kind of memory
are you using? Is everything new?
As far as the LED indicators go I would check and make sure you have
the connectors for the case properly plugged into the board.
