DONT KNOW WHAT IS THE PROBLEM

hi frnds

just few month back only i bought a second hand computer i am not
that much good in computer hardware knowledge. task bar manger is not
working , and in the same time processing speed is very low few times
i rebooted and many times formated but still i am facing the same
problem .

so i would be thankful if anyone let me know what is the problem with
the computer and how to trouble shoot it
