CPU-Z not reading cpu speed correctly



I just finished my new build which is Asus P5K mb, E6850 cpu and 4gb DDR2. I have disabled Speedstep in the bios so cpu should be running full tilt all the time but in XP it is reading as 6x333mhz=2ghz and in Vista64 it is fluctuating between 6x333mhz and 9x333mhz. I've set the cpu to manual setting of 9x333mhz in the bios too. It should always read as 9x333mhz=3ghz. Computer properties shows it running at 3ghz so why am I getting this issue with CPU-Z?
