Ok, bottom line... is there something I can do in the BIOS
settings that will enable me to get the AGP and both PCI cards to
work, or is it just not possible?

Have you tried toggling Plug-And-Play OS?

According to the suggestion above, I think you would try toggling video
card initialization PCI/AGP.
