14,000 machines to a new version of Windows or Office.
They are trying something that's never or only rarely been done.
SAme as the NHS IT projects but they don't take that long and it is
100,000's of desktops.
So they put the pieces in place one at a time,The cost of the licences is but a very small part.
and eventually not so long from now they get to the point where they
don't have to pay for most of their software.
