Missing Restart functionality

I recently built a new system with the following Hardware:
Asus A8N5X Motherboard
Athlon X2 3800
XG Magnum 2 ATX 2.0 500W Power Supply
My issue is that It won't handle a restart request from Windows and it
also will not fully power down.
When I select restart under Windows (and you do this often when
installing Windows - each visit to Windows Update requires one). The
system goes into what I call a soft-off situation and does not attempt
to restart.
The soft-off is also what it goes into when I select Shut-Down. In
this soft-off, the system appears to be shutdown (Harddrive, etcs), but
all system fans continue to run and the Powersupply stays lit with fan
running. To get it out of this soft-off, I have to hit the "reset"
key, not the Power key. The power key hit quickly does nothing, the
reset key brings the system back (through POST - this is not a
hibernate(not enabled) or sleep function). If I press and hold the
Power button for 4 seconds, it will then shut everything off.
This is not just residual heat dissapation as it continues to run
overnight.
This is more of a annoyance than anything else, but I've tried updating
to the latest BIOS, turning off all ACPI controls within Windows, and
triple-checking all Power and reset switch cabling and nothing seems to
get rid of it. A quick Google search of the web and of groups does not
appear to show anyone else having this issue.
Anyone have any ideas?
