For overall value and performance I would go AMD 64 Socket 939. Both
the AMD 64 Venice and Intel P4E Prescott run the same 90nm core and
1.40v, so I'm assume the power consumption should be on par. Dual
cores would be cooler as their voltage is at 1.30v. For noise, I
would replace the stock with a Zalman CNPS7700-Cu copper cooler. Has
a 12cm controllable fan with a noise level of 20db @ 1000rpm.
