Harddisks Fan - Should it blow or suck?

Hi all!

Im unsure about that. Imagine the fan which sits in many cases directly in front of the harddisks.

Should it suck air into the case or blow it out like any other fans at the back of the case.

since it sits in front of the case it could suck to have a nice airflow from front to back.

what is right/the best?
