LCD monitor and new MB problems

I need some understanding about LCD monitors and "Out of Range" in low video
mode.
My 19" Viewsonic LCD monitor shows me a vertical rolling "Out of Range" box
with H.Frequency 64 kHz and V.Frequency 60.2 Hz when I first boot up, but
only *before* Windows desktop where it displays correctly.
I recently changed Motherboards and CPU, while retaining all other hardware
including ATI "All in Wonder" video card.
Upon initial boot after the MB/CPU swap I had to revert back to my old CRT
in order to continue on to the BIOS and configuration, because of this out
of sync problem with the LCD. I could not "see" using my LCD!
After setting up BIOS config and loading Windows (and any new hardware
drivers), I shutdown and exchanged the CRT back to my LCD.
The LCD displays correctly in Windows, but on imediate bootup, I still get
the "Out of Range" box, and the same vertical flickering. Also when I try to
enter the BIOS using the LCD, and again when pressing the F8 key to enter
"Safe Mode" I encounter this same out of "Out of Range" sync problem!
I never had this problem with my older motherboard (and CPU) and I`m
wondering now if there could be a BIOS setting with the new MB I may have
missed, that may be causing this out of range out of sync problem?
Any experienced insight into this matter would be greatly appreciated!
