odd bootup problem

I have a secondary PC running Windows XP Home. If I leave a boot CD in a CD-ROM
drive, but then skip the boot CD, the Windows XP bootup screen appears, counts down, and
then boots normally.

However, if I don't leave a boot cd in, I just get a flashing cursor at the upper left of the
screen, and the countdown never appears.

Any ideas on how I can fix this?
