Today, it did it again, but it wasn't locked up tight. I did discover
that the magnet ring in the rotor had slipped partway out and was
rubbing on the stator PCB. I glued it back into the rotor, and also
lubed the bearing with motor oil, and added a bit of light grease
because there was some visibile wear on the shaft. 

I've already requested a new fan from ATI.  If they don't supply them,
is there an aftermarket alternative that will still fit in the same
space the stock fan/sink does?

Several. I've put a Zalman fanless heatpipe based one on my 9600XT, but that model may not work for your higher spec card. Here's a starting point for your search. Some of these work with your chipset, but it isn't always obvious from the information given on the page, so you'll have to go to the manufacturer's website and read the specs:
