im not sure if this is exacly a motherboard problem but when i start up the comp sometimes is says that hardare monitor found a problem, when i check it is says that the 5v+ circuit is only at about 4.5v. all yesterday my comp wouldnt work properly. it would freeze up at the windows loading screen or at best at the logon screen.

Normally means you have to buy a more powerfull power supply (e.g.: if your current one is 200W total, buy a 300W or more).

It can also be (particulary when you have both the +5V and -5V displayed and they have diffrent values), that you have some stuff loosely hooked onto the power cords inside the computer (usually a DIY cooling fan 'connector').
