Is this a valid solution?

Below is a suggestion that was offered up to me as a pssible solution
(partial) to my VERY slow laptop with Windows 2000. It is short on disk
space and memory but it is still running FAR slower than it should or even
was 2 weeks ago.
Is anyone familiar with these programs or have other suggestions? HD is
defragged and as much space as possible has been cleared from the HD.
