You're right that they will probably find more missing, but sometimes people
will commit embezzlement for surprisingly low sums. Keep in mind that this
is by definition a stupid idea, so a line of rational thinking such as "I'd
be willing to commit embezzlement, but only for x millions of $ so that the
reward justifies the risk" does not apply. Usually what applies instead is
either the demands of a drug habit or other form of addiction or some type
of disconnect from reality, not any grand long term plan to extort some
particular amount. Sometimes the theft begins trivially and even with the
intention of only "borrowing" the money temporarily, and then the thief
realizes that the system of controls is non-existent and he is free to
repeat and expand his scheme without detection and the amount taken
snowballs.
