There are a number of factors involved, so it is difficult to say
specifically. Temperature is a big one. Depending on how long the
machine is allowed to preheat, the brewing temperature of the water,
and how long the portafilter is left in the machine can all have an
effect on soupyness. Hotter means less residual water. Additionally,
the 3-way will work more efficiently when cleaning with a blind filter
than when brewing.
Whenever I am in doubt I just disassemble the 3-way and give all the
parts a good cleaning to remove all the burnt-on residue that
backflushing leaves.
But as others have stated, you are inferring that there is something
wrong ("...fix this."). If the coffee is good, then it ain't broke, so
don't fix it. But if there is no "whoosh" occasionally after a shot,
then maybe it is time for a disassembly to make sure.
