Comcast Data Limits: Both Ways, Or Just Down?

Somebody I know is about to replace their Verizon DSL service
with Comcast cable to get the higher bandwidth.
Although the location is in a place that Comcast would regard as
commercial (and therefore needing a "business" account) he is
going to try to get residential service bc the actual use is
non-commercial.
The "actual use" is a bunch of windsurfers who want to be able to
see an IP camera aimed at the bay so they can decide whether to
bag work and go windsurfing or not.
Hence bandwidth usage will be 99.9% upload.
If he manages to get "residential", is it going to come back to
bite him on the data limits issue?
