Recently they've taken a new approach, throttling:

But IMO that's a good thing since the data hogs slow down the system
for the rest of us 'reasonable' users, present company excepted of
course... ;)

If I were a grandfathered unlimited data plan customer I'd be very upset at the throttling. Verizon should have waited until all the contracts of the unlimited data customers expired before implementing throttling.

On the plus side for the carriers, those grandfathered unlimited data plans are keeping their unlimited data customers from churning. No data hog would dare lose their unlimited data by changing carriers.

I just sent an e-mail to my brother in law who uses a tremendous number of minutes (he's a real estate agent), but not many texts, and he has no data plan on a very old smart phone on Verizon.

He went into sticker shock when Verizon told him how much he'd pay per month for a new smart phone. Unlimited voice ($69.99), 1000 texts ($10), and 300MB ($20) of data on Verizon would be $99.99/month plus taxes and fees, or about $115/month.

I suggested that he check out Pageplus which offers Unlimited voice, unlimited texts, and 500MB of data for $55/month. Even if he buys a brand new phone at full retail price, versus a subsidized smart phone from Verizon, the $60/month savings would pay for the difference in a little more than four months.
