It should cost you $2.49 per minute on the ship. The VZW phone will work.
I don't know about Mexico.
The wireless Internet on the Royal Caribbean ships does work, but it is satellite Internet and has lag time, so it's not very good for VOIP like Skype.
Personally, I being my netbook and just get email when on a 7 day cruise. It's not really necessary to use your phone. If someone wants to contact you in an emergency, there is a phone number in the materials from Royal Caribbean (or look on their web site) that other people can call and spend their money.
