Why Verizon charges DOUBLE for using a simple phone over a PDA is a
mystery.
It's all based on the USB device charge. Since it costs $60/mo for a VZW USB modem, it costs $60/mo for a tethered phone. Don't matter if it's a PDA or not. It's $60/mo to get high-speed onto a laptop/PC. Period.
Also, The EVDO Rev A phones (a few now, more to come) are the same speed as the EVDO Rev A USB modems. The EVDO Rev(nada) phones are the same speed as the EVDO Rev(nada) USB modems.
Bluetooth tethering is an *option* on a phone, that you do not have on a USB modem, it is not as fast as a direct cable link from the phone or a USB modem.
