That would be a big surprise. T-Mobile has never shown any interest
in purchasing cellular spectrum, and their 3G strategy (deploy it
in the new 1700/2100 MHz band) is a good match when added to 1800/1900
MHz GSM towers but doesn't work nearly as well with the footprint
of rural 850 MHz cells. Never-the-less shit does happen.

I think Verizon will be divesting themselves of spectrum in South
Carolina whether the FCC forces them to or not, just based on the
rather uselessly massive spectrum holdings the combined company would
have there (both cellular licenses, PCS licenses, 1700 MHz licenses,
700 MHz licenses), but it might not be the licenses you want them to.
When the AT&T-Cingular merger reduced the number of carriers in the
US Virgin Islands to one Cingular satisfied the FCC by selling their
PCS licenses there to Sprint while keeping both cellular bands. Both
Alltel and Verizon have PCS licenses in South Carolina so these might
end up on the auction block instead.
