Sure. It's a cinch: the phone sends "*68" as the dialed
digits. When the switch sees "*86" as the dialed digits, it
connects the caller to the voicemail system.

I think what he's talking about is that when *86 dialed, the phone actually
dials a 10-digit number, as is the case with SIM card phones. In fact, with
a SIM card phone, you can discover the number that's dialed in some place
in the config screens.
