This is exactly the reason I ended up leaving Verizon. Just yesterday, in fact.

If you're willing to go with Sprint, they do have an unlimited phone-as modem-plan at a promotional price of $39.99/month, with a voice plan. that's a bout $20 less than the Verizon offering.
