Actually there is a legal solution already, you paint the theater with
RF shielding paint. But it's a lot more expensive than using an
electronic jammer.

Many theaters and restaurants have quietly installed electronic
jammers,
it's not something that anyone is spending any time enforcing.

I doubt that deliberately shielding your property which is a public
accommodation legal.

I'm sure that there is no law about the type of paint you can use on
your building, or the type of construction you use. It's certainly legal
to build shielded rooms, you can have a room shielded for all sorts of
valid reasons. Heck you could claim that radio signals caused brain
cancer and you were protecting your customers. It's only electronic
jamming that's illegal.

OK, I will first admit that I am not a lawyer. I have heard of instances
were structures were not allowed to be built as planed because it would
interfere with somebody's signal.
Of course you can paint your building with anything you want. You can even
use a metallic paint and ground it as long as you are not "intentionally"
blocking cellular or other signal.
Will you get caught? Probably not. The FCC isn't going to check every
building or even everyone's complaint. But let VW complain hard enough to a
congresscritter that loves the money that VW contributes and watch for the
vans with all those antennae.
I heard many people, some on this news group, that will say that they know
of a place that does block signals but never give the exact location.
