cell phone bugging possible?

wondering if joe schmoe can tap a cell phone without much trouble. my
boyfriend thinks his ex tapped his phone. he bought a new phone in which
she never had any access to and he still thinks its being bugged. also
thinks she bugged his house. he hears clicking noises in his bedroom.
when they talk,she mentions things that have happened with him that she
should know nothing about. any help in how i can find out if the phone
is tapped?
